Only for specific hostnames using the local-data keyword (or unbound-remote
command).
From the man page:
If you need more complicated authoritative data, with referrals,
wildcards, CNAME/DNAME support, or DNSSEC authoritative service,
setup a stub-zone for it as detailed in the stub zone section
below.
Though it might be an idea for a feature. Though then the question raises,
what to do with a DNSSEC secured nxdomain?

For a specific domain name, use local-data. For all the domain names,
well, it would be a gross violation of RFC 4924, section 2.5.2.
