it's hard to say precisely, but the last zone in the nsd.zones file
becomes available after approximately 80-90 seconds, and the total
cpu time consumed by the process is also about 80 seconds after the
nsd process goes idle. the log file also shows "nsd started"
approximately 80-90 seconds after starting.

there is still measurable cpu activity until approximately 3 minutes
after starting, although that might just be a time-averaging effect in
'top'.
